I purchased a thermostat and when I installed it I realized the item was defective and does not power on. I started a return and everyday the seller keeps offering me a partial refund. The item was $35 and they have offers me $10, then $15 and now $20. The item is useless because it’s defective. What can I do?

Once you open the 'not as described' return through the Resolution Center as Bonjourami stated; the seller will have to give you a pre paid return label to return it for a refund, or the seller can simply refund you not requiring it to be returned.
Do not communicate with the seller anymore- just open the return case.

If the seller does not (a) accept the return, or (b) fully refund your money within three business days, then you can escalate the situation to eBay customer service.
This will force the seller to refund your money.

I opened a return and it stated that the seller had until this coming Thursday. They keep giving me a offer and I keep telling them no. I guess I have to wait until Thursday to have eBay step in.
