It sounds like you're the seller. If you have a buyer who opened a Return claim, you had the option to approve it (which generates a return shipping label for the buyer) and refund when your item is returned to you - or - issue a refund without requiring a return. Did you accidently 'Refund' instead of approving the claim? 🤔

Your post is a little confusing?
The title, you say you are the buyer.
In your post you say you refunded the buyer.

When you refund the buyer before sending a return label the return closes.
What you did was allow your buyer to keep the item and the money too.
