Do I pay for return shipping?
Suppose I offer FREE 30 DAY RETURNS and free shipping.
I sell item, take it to USPS, pay, and send it off.
Then, buyer wants to return item because they changed their mind. Who pays return cost?
Wouldn't FREE 30 DAY RETURNS mean that seller pays no matter the reason???

Yes, FREE Returns is for the Buyer, paid for by the SELLER. If you do 'free shipping', then you pay both ways.

Just to be clear, regardless of reason for return (incorrect description, doesnt fit, just dont like it, etc), seller pays?
So, hypothetically, sellers could lose money (return shipping fees) on every item that is returned???

Free returns is just that- no reason needed. I wouldn't use 'hypothetically', I would use the 'averages' of returns. Clothing probably highest in the 10% range; everything else less than 2%.
Retail national average is 2% at all 'non clothing' stores.

FREE 30 DAY RETURNS is meant to be read by the buyer who is the customer
its a notice to the buyer for the buyer from the seller and can be ignored by other sellers

That is why I never offer Free Shipping. Most buyers, including me, look at total price before they make their buying decision.
