Buyer had an issue with a lot of items I sold, which I didn't agree with, but besides the point. Had issue with 1 of 5 items. Wanted refund for everything, which again I didn't agree with because only one item had an issue, so I offered partial refund for only that item which they declined. Eventually buyer agreed to take refund for one item but wanted way more than they paid for it. We couldn't come to an agreement, I got sick of dealing with it after a bit and said I'd refund all the items. This is where the buyer shut down on ALL communication. I accepted the full return (Haven't refunded funds yet) sent a shipping label (This was 6/5) informed them that per Ebay they need to ship by 6/12 or Ebay may cancel the refund. Have sent a message roughly every other day since accepting the return and sending the shipping label and have gotten ZERO responses. It's now 6/14, have heard NOTHING from the buyer and I don't have my items back and obviously the funds are on hold in paypal due to the dispute here. How do I proceed from here? How do I get Ebay to step in and resolve this?

CALL Ebay, tell them that the buyer has failed to return the items. Have them close the case in your favor while you are on the phone.

You goofed.
You were suppose to say I am sorry that the items were so sub par. Here have all your money back and as a gesture of good will, keep the items.

Is there a time frame given to the other user to return the items before that can be done? I did notice in the return details it said must be shipped by 6/12 or ebay MAY close the return

You can call today and ask them to close the return due to the buyer not returning the item on time.
