Return Packing Slip

I recently purchased an Item and started a return before I even got the item as it was for another item I returned. I printed out the label and packing slip to return it. I received the Item and opened the package enough to put the packing slip inside (per return instructions). I then put on the return label and put it in the mail the same day.  The seller then deducted $3.99 because I "Opened the package".   I touched nothing, just added a piece of paper with return details, in case the USPS lost the info on the outside.  Is this proper behavior of the seller? It seems punitive for following instructions.

File a dispute here then go back and click Escalate to PayPal immediately. When you're told to return the item @*hal9000* upload the tracking number you've already returned to immediately force the remainder of your refund.

After your case at eBay has closed, we're allowed to start a case at PayPal, or at the bank.

Why did you start a return before receiving the package?  What type of return did you request before you even received the item?

I'm not sure that the OP has much of a case to force any additional refund for a remorse return which it would have to be since the OP requested it before even receiving the item.

With that being said, some sellers can reduce your refund by up to 50% when a returned item is different (opened) than the item sent. Does that make the $3.99 look more reasonable?
