Hi I have accepted a return and issued a ebay return label but buyer has declined to use that and sent return by a much more expensive carrier am i responsible for the much higher cost

No. The buyer should have returned your item with the label that you had provided. When the item arrives to you, you can refund them their entire purchase and that is all that they are entitled to because you offered a way for them to return the item free of charge and they declined to use that route...that is on them.

you are not respsonsible for the cost or if the package does not arrive since the buyer has lost protection by getting ther own label with there own funds
buyers that return merchandise do so at there own risk when they choose not to use the sellers label

It doesn't matter where the buyer gets the label; if the item doesn't get delivered to the seller, they don't have to refund. Same rule as when a seller ships to a buyer.
