Can't seem to open a case with the resolution centre, does any one know what could be wrong? Currently no way to contact ebay.

Exactly what type of dispute are you trying to file, Item Not Received, or Not As Described? There are time frames for filing the disputes. Since you are located in Hungary, if you signed up with ebay from one of the European sites, you may have to file the dispute from that site. (These are the U.S. based community boards)
Item Not Received;
you can file starting 1 day after the last estimated delivery date up to 30 days from that date. Once you file the seller has 3 days to respond and prove they shipped and the item was delivered (tracking information) or refund. If they do neither you can ask ebay to step in. Disputes automatically close 30 days after being filed, so do not let a seller talk you into waiting past that time frame.
Item Not As Described;
You have 30 days from tracking showing delivery or the last estimated delivery date. again the seller has 3 days to respond and you have 30 days from that date to ask ebay to step in to get a refund. The seller will have to provide a return shipping label for a domestic sale, or send you enough money to send the item back with tracking for an international sale.
Never accept a seller re-sending an item or sending a replacement item. Too often the item does not arrive within 30 days if at all.
If the time frames have passed, and if you paid with PayPal you have 180 days from the date you paid. Do an online search for PayPal buyer protections, or login to your account and search the help topics.
