The resolution center initiated a case to return an item based solely on buyer's statement that item was damaged, even though seller had requested pictures. EBAY acted within 15 minutes of buyer's statement regarding difficulty of navigating EBAY and pictures. Seller has nothing to file insurance claim on original shipping.
Is it EBAY's procedure to settle cases based solely on a party's statement?
If such occurs, how does seller file insurance claim?

With out cooperation of the purchaser you can not file for insurance due to you not having packing or item.
And eBay 99 percent of the time will side with purchaser.

Unfortunately, the Resolution Center doesn't require photos. They'll find with the buyer every time.
The time to buy insurance is before shipping, but filing a claim (if you'd had it) does take the buyer, too.
