Hey everyone. I am in a difficult situation here, any advice on what to do will be greatly appreciated.
In my years of using ebay I have never encountered a problem like this.
A little back story:
So I have bought a Used Macbook Pro 15" 2018. I knew about the condition(it had some marks on the back and the battery was changed). When I got it to my US address I got it shipped to my current place, which is outside of US.
As I was outside of the US I had to pay that country's custom duties to get the Macbook.
So when I got it, it was icloud locked, but I wrote to the seller and thankfully he unblocked it and after that I found out that the screen has a defect, it has kind of an imprint on it, which is not seen with colorful backgrounds (the seller took a couple of photos with colorful background in his original listing), but when I switch to gray or white or other neutral colors, that imprint is seen very well and it is super annoying(it is very big, on the whole screen).
So the problem:
I can't ship it back as I will lose the money I have spent on the duties(I need to pay even more if I ship back) I have paid to get it, also I contacted UPS and they told me that if this Macbook is returned to US, the seller will need to pay US custom duties to get it(which I think he will deny and I don't know what will happen in that case, it is too risky and costy for me)
So I am in a situation where I can't return this item. I asked for a partial refund, but the seller ignores my messages.
And the question:
So is there a way that I can open a Partial Refund in Resolution Center? I can provide any photos or video proof that the screen is defective, but there is no option for partial refund there. Only full refund with returning the item, which I can't afford.
Please help, I am in a desperate situation
PS: In the original listing the seller was not accepting returns, if this may help

There is no partial refund in the Resolution Center, that is at the sellers discretion. But because you had the item forwarded out of the country, you lost buyer protection, and the seller knows that.

Well, that's unfair 😭But rules are rules...
Is there a way I can report that user to ebay for investigation, so that they have their sanctions on his account or even maybe suspend the account? I can prove that he had hidden the real condition of the product. I don't think the negative feedback I have left for him is enough, he will continue doing business this way if he is not punished by ebay.
I just want justice at this point, if that's possible...
