A buyer opened a refund request, I am the seller. They returned the item already and ebay already removed the money from my paypal before I even received the item back. Now the refund is still open. Will I be charged a 2nd time if I complete the refund process?

@kristoppicks What kind of an eBay Return request was it? Did you have "No returns accepted" checked on the listing?

No I accept refunds. But ebay already took the money to refund the customer. When i go to my ebay the request is open, i selected that i received the return and now its telling me to refund them.

They haven't took the money yet, they put it on hold so it'll be there when you refund.

eBay opens the case and give you some days to send a refund, after that the case is closed.
They don’t charge an account without seller’s confirmation.

Just to be clear on that last sentence ... if the seller refuses to act on the return, or if the seller refuses to refund on a legitimately completed return, then eBay WILL charge a seller's PayPal account without the seller's confirmation, forcing the refund to the buyer.
