The seller said he had fully refunded.
But it was partially refunded to me.
The seller asks you to contact eBay directly.
Please explain.

You are located in South Korea.

I suspect the seller was using the Global Shipping Program, so the seller can only refund the amount s/he received.  The difference has to come from Pitney Bowes, as that is who runs the GSP.

Seller is only able to refund the amount of the payment he received. 

You will need to contact Pitney Bowes for the difference.
