I have received a fake fragrance purchased on ebay.
I opened a return ticket upon reason 'item not as described'. Seller accepted the return but when i went to post office in Macedonia, they said airport company has prohibited outgoing shipments of fragrances (liquids & glass bottles).
In this case, it is impossible to for me to return the fake fragrance to seller. Do I get a refund in this case?

On an "item not as described" case, the seller is responsible for providing the return shipping service. You need to inform your seller that they need to provide a legitimate shipping label, or the funds for shipping, through a carrier that can handle this merchandise.
There should be multiple shipping options in your country. You may need to help your seller by discovering what shipping service can provide the return shipping of this item, tell them the cost, and then wait for them to send you the money via PayPal. If they do not, then contact eBay customer service and tell them that the seller is not accommodating the return ... eBay will refund your money without requiring the return.

If there is no outbound shipment for OP's item, how should the seller provide funds/label to OP? Even at Express Mail, would it not still be outbound? Just wondering.

And your negative will be removed because you didn't return the item. You may consider contacting eBay and perhaps they will give you a courtesy refund.
