I recieved a partial but I am due more. How do I reopen or start a new case

What is the reason you received a refund? You cannot re-open or start a new case.

We need more info.

Did you return an item? What reason did you use for returning?

What was the total and how much did you receive?

 

If this was a return because you changed your mind or the item didn't fit, then it is considered a buyers remorse reason and seller can deduct the original cost of shipping from the refund.

The item you recently left a neg for had free shipping, so the only way the seller could issue a partial refund through eBay is if he claimed the item came back opened or otherwise in less sellable condion.  If that's  the case, you are supposed to be able to open an eBay claim for the difference.  You may need to phone eBay.

It wasn't free-range chicken returns, so that seller can't partial refund:

30 day returns. Buyer pays for return shipping
