I was reading the documentation(https://developer.ebay.com/api-docs/user-guides/static/trading-user-guide/shipping-rate-tables.html#...) on shipping rate tables and noticed the following statement:
"Rather than being limited to one domestic and one international rate table, sellers in marketplaces where multiple shipping tables are supported — and whose accounts have multiple rate tables enabled — may opt instead for the flexibility of creating multiple shipping rate tables. A combined maximum of 40 domestic and/or international shipping rate tables may be created."
What does it really mean? Someone can add speed in rate tables but we can't?

Setting speed just means selecting a generic option like Expedited or Economy without specifying a shipping service since rate tables require offering flat rates.
"Expedited" is the speed classification for services like USPS Priority and UPS/FedEx 2-Day services.
"Standard" is the speed classification for services like USPS Ground Advantage and UPS Ground.
"Economy" is the speed classification for services like FedEx Ground Economy and UPS Ground Saver.
You can do the same thing without rate tables. The main purpose of rate tables is to charge different flat rates to different regions.
