They call you. This is how to contact eBay
Open an eBay page
Top left corner, click on 'help & contact'
Click on 'buying'
Bottom of the page, left side, Click on 'returns and refunds'
Click on top of the page 'return an item for a refund '
Go to bottom right of the page, in very small print click on ' have us call you'
eBay will call you in 2-9 minutes

In many cases it is not necessary to contact eBay.
Some general info about returns can be found here:
https://www.ebay.com/help/buying/returns-refunds/return-item-refund?id=4041
If you have a question that does not involve account details, you can try asking a question here or on one of the other discussion boards. Lots of experienced users can offer advice and suggestions.
If you need to contact eBay and you are in North America, you can request a call back from eBay:
Or you may be able to contact eBay via social media:

Another option in addition to the info provided in the 2 posts above @jope978677, is to let us know what your question is. People here might be able to help.

I purchased an iPad from EMB Phones on November 24th. I received a purchase validation email from eBay. Order: 25-07908-95761. Item ID:114363581840. The Gen 4 pad would not support the app that I had specifically purchased the tablet for. (I didn't realize that until the order had been placed.) When the item arrived I retrieved the Packing Slip, contacted eBay, and on Dec. 6th, I received an email from them verifying the seller had agreed to accept the return. On Dec. 21st I received and email with instructions on printing out a the Return shipping label. Despite repeated attempts, I received the same message: "Your request could not be processed due to a technical issue, please try again later".
I have emailed eBay but have not received another email so far. The deadline for the return is Dec. 24th. I have emailed the seller explaining the problem.
The "bot" eBay text function was not helpful. Their Customer Service model has been configured in such a way that a live person to person communication is not available. If anyone knows a working Customer Service phone number, I would love to have it. Otherwise, I'm going to return the item anyway for a refund, and just be stuck with the shipping cost apparently.
Thanks,
John

You purchased the iPad in November, but the account you are using was just created in December.
You must use the original account that the purchase was made with to print the return label.
The chat assistant can be used to request a chat with an agent or a call back from an agent by typing "agent" into the chat window.

The above post by @eburtonlab should answer your question @jope978677. If you buy your own return shipping (which you're welcome to do), make sure you keep a record of the tracking number. eBay doesn't give you a way to add the tracking to the return without contacting CS and asking them to do it.
