Hi,
When I listed my item, I wanted it only to be shipped in the U.S. after I sold it.
However when I sold my item, someone outside the United States ended up purchasing it. They aren't able to pay for it until I provide an invoice. Please see my uploaded pic. Did I list my item correctly for U.S. only?
I put ships to the United States, but there is an area below that says excludes and shows a list of a bunch of places as well. Are those places supposed to show when I list my item to United States only?

No... 'Excludes' means excludes. Could it be that your buyer (with a USA address) is using a Freight Forwarder?

The address is outside of the United States, I checked.
I find it weird when I list it as ships to United States, it would also say that it excludes those other places. Isn't that a given?

This sounds like the start of a scam. If they bought it, they can pay. If they don't pay, wait the 4 days and file a claim for non-payment. If they are trying to get you to communicate outside of eBay, be cautious. They might be planning to send you a official-looking message that you have been paid, when actually you haven't been paid. I agree this is likely a freight forwarder, in which you mail to a US address and they forward it to another country. No way to block them.

A buyer can change their address during the payment process, so if they haven't paid yet, then you can't be sure about their intended shipping address.
Nevertheless, if they can't pay without an invoice, then they are apparently trying to pay with an address that you don't ship to. You can just ignore their request, wait 4 days, and cancel based on "Buyer hasn't paid."

An invoice would not be a communication outside of eBay. The common scam claims that they can't pay through eBay so they need the seller's PayPal email.

Right, that is why I said it looks like the start of a scam. The scammers try to gain your confidence through simple progressive conversation before they try to scam you.

if they can't pay its an address you don't offer shipping to. If you want to go a step further in the future you can set a buyer requirement to block addresses you don't ship to from bidding/buying.
