If I sent out a package and the tracking shows "out for delivery" but the item never arrives, am I rsponsible as a seller?

No. You have USPS tracking that says it got as far as the truck on the way to the buyer's house. Maybe the carrier forgot to scan it, maybe it fell off a truck. Dont do anything yet.

Let me add to what I think rixstuff is saying ...
(1) Just because it says "out for delivery" doesn't mean that it wasn't delivered. Tracking can take sometimes as much as 24 hours to update.
(2) Sometimes "out for delivery" is a mistake, and it is still sitting in the Post Office ... sometimes it actually gets routed by mistake somewhere else.
(3) Bottom line is to not get worried, and let the system work. It usually does.
Now, that said, you are responsible if the package never gets delivered ... even if the USPS loses it or never delivers it. You need that "delivered" item in the tracking. If it isn't delivered, then you will have to pursue other options to find the package.

Call your local PO and ask them o put a trace on the package....miraculously it is found....Been there done that!!

Not true, I had the same issue a couple of months ago and the buyer initiated a complaint. eBay refunded from my PayPal account. I contacted eBay and asked why it wasn't covered by the insurance and was told if the tracking dosn't show a delivery, it is the sellers responsibility.

If you call the PO AND tell the buyer you are being proactive with the issue, then you would not have lost your money. But to do nothing....eBay steps in and takes the money.
Did the buyer get the item? If they did, call eBay and tell them, they may ask the buyer to pay agian for you. Worth a try!!

Post Office did a search at that post office and couldn't locate a lost package, eBay took over.

Yes, I do suggest you contact the buyers post office and ask about it. You would be surprised how often the post master in a smaller post office jumps on something like that. You can also try the lost item search feature to get their attention that way as well.
