I have a buyer who opened "not as described". Admits that the puzzle was sealed in plastic. Not happy because of the puzzle "dust" in the box. I don't take returns, but I feel this is clearly a scam from a low f/b buyer playing games. Since she's opened the box, what's the return policy. Thanks.

If the buyer states "Not as Described" it does not matter what your return policy is, as ebay's Money Back Guarantee trumps your return policy. Accept the return. You will be paying for the return shipping label. Once tracking shows DELIVERED back to you, you have 2 days to refund the buyer.

I'm sure you blocked the buyer already so you don't have to deal with her again.
If it is a low cost item you might want to refund her and not pay for a return shipping label to get the item back.
If you want the item back pay for the return label. If the item comes back with the plastic bag opened and you can't resell it as new eBay has options for you to refund 50% of the purchase price if you wish. Sellers do have more options now when it comes to returns.
I recently had two returns where the buyers filed false NAD's and returned opened items where I was allowed to refund only 50% of the selling price. One was purposefully damaged by the buyer and the other was missing one piece of the set. I felt neither buyer should have received any refund but the 50% meant I did not lose the total amount. eBay also gave me two $6 return labels credits. Much appreciated.
