Product Not Received

I purchased a product from a vendor using PayPal.  The product was to be sent to Alhambra, CA.  The vendor guaranteed that it would be received by March 25.  The last known location was Compton, CA which is 18 miles from Alhambra, Cal.  The product has been there allegedly since March 21 with no update since then.

 

I have asked the vendor for a refund.  He kept saying repeatedly wait two more days.  When I tried complain to eBay, they said that there was a payment issue.  I don't know what that was about.  The vendor received my payment.  I have not received a refund.

It is a purchase from a China seller, right?  If so, the product is not in Compton, CA ... it is in China.  The tracking is just a placeholder for when the item arrives in Compton from China.  But, it isn't coming because shipments from China are massively delayed.

That is a typical ploy of an overseas seller.  I'm not sure what you are doing, but the proper way to request a refund is to go to the Resolution Center and follow the prompts to file an Item Not Received claim.   If the seller does not refund you in 2-3 business days, you will be given an opportunity to "ask eBay to step in", and then you will get the refund.

Since eBay won't help, to confirm that you have an outstanding payment, open a dispute for Item Not Received at PayPal: http://www.paypal.com/disputes

 

After that, escalate your dispute to a claim. Your vendor will likely try with more promises to get you to close the claim, but don't. Just wait for your refund. If it finally arrives and it is exactly as described, you can still repay your vendor.
