I have documented proof my package wasn't delivered to the proper address, as provided by USPS. The seller hasn't responded in days and it's absurd that eBay has no way to check this stuff. It's coming up on the 30 days since the order, since of course the shipping was delayed with no communication ever from the seller, after having emailed them about 5 times in the past week with updates no my end. I can't find any place to upload photos to the messages to the seller like I can here. Please eBay, fix this system. With no way to check if packages were actually delivered other than to the right city/zip this amounts to condoning fraud on buyers' and sellers' parts. It's an unbelievable loophole. I don't want to post the proof here since it contains info that should not be in the public but I will provide it to ebay immediately.
So, how do I add photos to the case? I can't find any links in the pages. Here's what the case looks like when I follow the link case link to try to add to it:

In an unusual case like yours I would try to get Ebay customer service on phone or have them call you. Have to wade through the Help & Contact pages to find the place to request Ebay to call you.

I have the same issue but opposite. I;m seller and buyers has won case based on the city/zip lacking specific address to prove its the customers. I lost and have made recent posts regarding this.
Seems eBay is all over the map on this issue.

When you foolishly start a refund request when tracking shows Delivered but nothing was received, there's understandably no option to upload photos of the item that was not received.
If instead, you start a return request, you can upload up to 10 photos of the item you received. Or up to 10 documents showing a same zip code fake delivery, documents to which you can call attention when you start a "Missing item or parts" return request.
It's not too late. After you close a refund request, or a refund request is closed against you @diligenceindustryfrugality you can come back and click "Return this item" to start a return request.

Well eBay in their email to me says I can add photos to the case, I follow their link and it doesn’t give me that option. Why would I think to start a return on an item I never received and I have nothing to return? That makes no sense. I appreciate the heads up about the option for uploading and I may resort to that technique but it’s a foolish situation that ebay has created, I am not foolish for not using random logic like start a return of an item I never got. But I see what you’re saying and thanks for chiming in.

eBay says:
There's a couple use cases where a return is the appropriate case type even if the person technically has nothing to return, such as when they receive an empty package, because there was 'delivery'. The item was delivered [somewhere] ... so they can't file an 'Item not received' claim
