Problem selling to customer in Italy

Sold an item (#302635799485)  in February to a customer in Italy.   Item was shipped using the GSP.  Buyer now complaining he did not receive item although tracking says it was delivered.   I have replied to customers inquiry stating I did everything correct shipping the item thru the GSP.   If I try going to the case resolution, it is written in Italian!   Now the funds have been deducted from my PayPal account giving me a negative balance!   Why should I be penalized when I did nothing wrong and how can I resolve this?

OK - case has been settled in my favor:
Ebay: "We reviewed this case and have closed it without any refund to the buyer.
The case will not affect your seller performance. Any feedback left for this transaction will be removed. We received tracking information that shows the item was delivered to the buyer's address."

OK, ebay says they need 48 hours to resolve this - guess I'll just have to wait - in the mean time the negative balance in my Paypal account is a BIG problem - especially with my ebay bill of over $200 coming due now!!!

 

I do not think I will ship to Italy anymore - had a problem with this before and have read that the Italian postal service is bad.

If you shipped through the GSP, the ONLY delivery confirmation you need is to the Erlanger, KY center.  Make sure you enter that number into the resolution center.

Taki is right... Once delivered to KY, you're golden for an Item Not Received claim.

Just be sure to enter the tracking number in the case.

@sonofagun231  If you used GSP as others have mentioned you are covered.  Its eBay's problem from Kentucky to Italy.  As for mail delivery in Italy, I found out the hard way their system is terrible.  I shipped an item myself and the package arrive in Milano within  a few days ... then ... it ... sat ... for a week without moving.  I messaged the Buyer letting them know tracking showed it in Milano and asked how long it takes from there to the Buyer's town? They were great, they messaged back that it may take a couple of weeks but it would eventually get delivered ... sure enough two weeks later it was delivered.  Very thankful for a good Buyer.  YOUR Buyer should alreaady kow how bad their postal system is so they may just be taking advantage of the INR system.

And BTW ... if the INR case closes and the package is delivered 1 minute later guess what?  eBay does NOT reverse the money and give it back to you.  This is an absolutely horrible system ... if a package gets delivered after and INR claim the $$ should ALWAYS be given back to the Seller ... why?  Because the Buyer agreed to pay in the first place and so what if a 3rd party (carrier) was late ... NO FAULT whatsoever on the part of the Seller.
