Just who refused and did they say why?  I  don't know the laws in Serbia.  You need to contact the carrier and see what the issue is.   It might come under drug laws?

Sounds like it was refused in Illinois…… these overseas drop shippers are scamming. People overseas are buying things and people in the US are shipping them overseas. Seems stupid since eBay has the international shipping program that does the same thing but more reliable.  Seems like they didn’t want to ship the package

eBay? Well, I guess they could but why would they.

The courier is the one responsible for customs and liable for any issues.

This is the system set up and the EIS shipping company ultimately decides what can and can not.

Seller? I guess they could ship directly to you BUT why would they.

Then they become liable and have to deal with the issues.

Many US sellers would not ever ship outside the US and dont want to deal with it.

You need to find someone not using EIS that wants to ship Serbia.

You will most likely have better luck from a seller in another country.

eBay International Shipping is not going to hand off the package to another courier. The seller could decide to ship using another carrier (but probably will not want to do that), and one of Serbia's import prohibitions is "Cigarette paper," so they are probably rejecting shipment of the cigarette rolling machine on that basis.
