Today i got a message from ebay that the postoffice charges me $1.67 for underpaid shipping on a Small Priority Flat Rate Box.
But i shipped in a small flat rate box and bought a small flat rate box label. And now two different Tracking numbers show up for the same order. Strange things happen with USPS or Ebay.
Contacted USPS but not much hope is now the second time i got charged underpaid shipping
on a small flat rate box. Dont know if it is a problem with USPS or Ebay.

Why does the bottom charge say 'Manifest'?? I've never seen that... 🤔

Rate went up on the third.
Plus do not put "Don Not Bend" on envelope...Will be charged as a package.

The new surcharges that went into effect on April 3 do not affect the postage cost for a flat rate box.

It looks like there are 2 issues here @sonyalpha2011.
The first issue is the APV charge. Since you can provide a screenshot showing your label service/cost when you appeal with USPS, they should credit back the $1.67 without issue.
The second issue is that it looks like you purchased 2 separate labels for the same package, but did not notice until now. Unfortunately, eBay allows only 5 days to void a USPS label so you've just missed that deadline. The extra label cost of $8.01 is lost. Sorry, man.

I buy my labels on ebay so i should have the right price on a flat rate box.
flat rate should be flat rate but not anymore.

Well, $8.01 + $1.67 = $9.68, which happens to be the postage cost to ship 1 pound to Zone 8 via regular Priority Mail rates. So it seems like USPS didn't recognize your box as being a small FRB.
Are you sure you didn't use some other small Priority box, like maybe a 1096-L? Are you sure you didn't put the label or some opaque tape over the barcode that the sorting machine would look at to recognize the flat rate box?
Another possibility is that the barcode is just wrong -- this happened lat year with a batch of Regional "A" boxes, so there was a rash of upcharges for them.
I think the "manifest" and "delivered" both refer to the same label, pre- and post-correction.

The tracking numbers are different so I viewed the manifest one as a second, unused label.

OP did not ship in an envelope and as someone else mentioned, the surcharges that went into effect April 3rd are in no way related to this situation.

Thats the fun part i didnt purchased a second label.
I buy all my labels and print them right away
I would have noticed a second label for the shipment.

When it happened the first time i guessed i maybe used a small priority box and not the small flat rate box.
I double checked this time
