Hi everybody
I live in Peru and the postal service is asking for buyer´s phone number and email adress due It's new policy under UPU (Universal Postal Union) prior to accept my shipping.
Here is the question:
Is it possible or legal to ask a buyer this information (email & phone number) through ebay contact messages?? as far as i know, this is not allowed. But i heard its only possible (without violated ebay policy) if you are already in a transaction with the member.??

Put in your own email and number...
The buyers email and number are on the order details page.

Not sure about Peru, but for Canada (for example) CASL (anti-spam) laws allow implied consent:
But this is between you and the buyer, so if you want to disclose it to a third-party (shipping company) then you better ask for consent, you may not get it (either eBay would block buyer's response or buyer wouldn't agree), but I don't think you can't ask having legitimate reason (and you should have proof for that, ie official UPU statement).
Usually, email and phone services are spammed so much that most of the users just block everything that is not coming from their contact list anyways, means others can only reach you by phone if they agree to give you their number, I think it is pretty similar for email junk filter.
Phone number for international shipping was part of the necessary information for many countries for decades, so most users should have already been ok with that but for some buyers email might be more sensitive especially if buyer is also a seller and is using his (eBay store) business email for communication.
