Postage overcharge

Seller charged 23.95 for shipping 

Seller  paid 8.45 for  shipping. I  asked about a refund of the over amount. Seller said no.

The OP originally included an image which showed that the item in question had been sent in a Priority Mail padded flat rate envelope. So this is not a case of downgraded shipping.

that makes my point moot....

looking at the item, that is somewhat surprising mode of transit....

I considered the possibility that the seller had inappropriately put an envelope label on a box, but here's a copy of the image with identifying info removed. Looks like a padded flat rate envelope.

Think of it like a pizza delivery charge.  No, it doesn't really cost $3.50 to drive less than one mile to my house and  back, but that is what I am charged.  I understand that there is some profit for the pizza house in that delivery charge, just as there is in the pizza and any extra toppings.
