Seller charged 23.95 for shipping
Seller paid 8.45 for shipping. I asked about a refund of the over amount. Seller said no.

this is a common problem and the response is usually that you need to shop total price.
are you aware that ebay kept almost $4 of that money in taxes and fees.
when I ship to los angeles I am charged 16%.
all that shipping might have had tax applied and then ebays cut
the overage is not as large as you think when you take into account the ebay fees
you payed strong money for shipping but you did have a choice to buy elsewhere

That may have included a handling charge too.If that fee was on the listing, you agreed to it when you purchased the item.

You knew and agreed to the shipping charge when you purchased the item. (I assume you would have hit the back button if you thought the total price was too high.)
Using random numbers as an example, all the following are for the same total amount.
$100 with free shipping
$76.05 with $23.95 shipping
$91.55 with $8.45 shipping
Would it have made a difference if you paid a higher amount for the item with lower shipping?
How much you paid for shipping is irrelevant, seller paid the same FVF based on the total and again, you agreed to it when you bought the item.

No one can force the seller to refund you any differences on shipping charges. They were posted before you chose to purchase this item. Moving forward you can very kindly ask the seller for a partial refund for any overcharges on the shipping and hope they agree with you. That's the most you can do. Best of luck to you....

If you paid the shipping amount that was shown in the listing … then you were NOT overcharged.
Some sellers prefer to put part of the price of item into the handling cost for marketing purposes. That is allowed.
It seems presumptuous to expect a partial refund based on your discovery of POSTAGE costs when nowhere in eBay policy does it state that Shipping cost should = Postage cost alone.

You said you were overcharged for Postage. If you'll look again, you'll see that a Buyer is charged for shipping, which includes, but is not limited to postage.

my normal fvf for selling watches is 15%
if I ship to Los Angels then they are taxed at around 10 percent so my normal FVF to los angeles is 16%

I would have told you NO as well. The time to ask about shipping costs is BEFORE you buy NOT AFTER.
How would you even know what the seller paid? Even if your item was mailed Priority doesn't mean it was flat rate there are many types of priority mail that has different charges. But that is moot since you didn't object to the cost of shipping when you bought it.
Shipping is not just postage, it's cost of gas to schlep your item to the post office, cost of ink & paper to print up a label and packing slip), bubble wrap or packing peanuts, time spend packaging your widget and costs of listing said widget can also be included in shipping costs ...
If you heard a clicking sound that was sellers placing you on their BBL.

Are you saying that Ebay charges a FVF to the seller on the state tax that the buyer pays?
So it costs me, the seller, more to sell an item to someone in a state with high taxes?
So, sellers should keep a state by state tax chart in order to figure out the actual "cost" of a Best Offer sent by someone in a high tax state?

Yes. The FVF is charged on the buyer's entire payment.
Anticipating the sales tax amount can get pretty complicated because (1) some states charge sales tax on the shipping portion of the purchase, but others don't; and (2) some states allow municipalities to add surcharges so the tax rate can vary significantly within the state.

in cities like Milwaukee, with a total tax rate of 4.5% and the top two cities with a total of 10.5% there is a 6% difference or $0.60 on every $10.00; I don't know if that would equal a whole percent on the FVF?
To make a quick look at how higher city taxes equates to quality of life (what are they paying for?), I added the following from internet cites.
D 10 worst cities to live according to crime rates.
B 20 best cities to live, according to a real estate site that used crime rates but also used criteria like "How it feels" and "diversity"
W: I had a friend who recently left San Francisco (after 40 years) who said it went from being the best place to live to being one of the worst.

all these responses are correct....
but there is one that should entitle you to a "refund"
asked the right question....if in the listing you were promised a "designated" class of shipping (i.e. Priority Mail, UPS 2-Day) and it was shipped media mail, 3 day ground or parcel, than you did not get the class of shipping you paid for.
If it just said "Standard Shipping" with no "class", that's what you agreed to.....
