So someone purchased my listing so i sent him a message to please confirm that that was the correct address, random person out of nowhere messages me that he was the buyer and to please ship to this address 10 minutes later original buyer messages me confirming the address...both addresses are 51 minutes away from each other... what is this?? Is his email hacked or is he on to something?

It would best serve you to ship to the confirmed address that eBay & PayPal has on file after the buyer paid.
If you are uncomfortable with the situation, you can cancel the order and put problem with address although that may result in an defect against you and also, PayPal is no longer refunding their fees for returns or cancelled sales...
...a few things to think about here...

@eyereck.pogo...there is your answer. If you do need to refund, MAKE SURE that the payment was cleared in your account before doing so.

I am assuming that this person bought the iphone...and as @loveyourimagination49 has said, eBay saved you from a scam...electronics of this nature are a high target for scammers.
Are you sure that they actually paid for the phone? I would make sure that the payment has cleared to your account before issuing any kind of refund. Ebay/PayPal might reverse the payment automatically so perhaps you should wait on it.
Since the account seems to be restricted or closed, it could be that the account itself has been hacked so eBay seems to already be aware of an issue with this particular account.

Since you did get verification that you have the funds, you can refund them, just do it through eBay stating that there was a problem with the buyer's address.

Thanks for the tag - but alas, no, I have never encountered such a situation. But my instincts tell me the same as others in this thread have said - seems like a scam to me. Cancel due to address (if item is shipped ANYWHERE else other than where PayPal shows, then the seller loses all protection), refund and block. Yesterday would not be soon enough.
The 'used or restricted' message means that person has had other reports filed for whatever reason which has made eBay suspicious of their activity. Another red flag.
