The buyer changed the address after I printed the shipping label. I was not notified of any address change. I would not of put the package in the mail. The buyer first claimed she never received it and wanted her money back and then changed the story and told me that her nephew received it and I was lucky that she was an honest person. Because it went to her nephew she insisted that I should pay the postage to get it from Georgia (her nephew) to Florida (her address) and I send her a copy of the packing slip which had a Georgia address on it. Also, how in the world would I have her nephews address? After I told her I would not pay the shipping the story changed and she sent me a different tracking info and a picture of a David Yurman bracelet ( obviously another transaction/maybe scam?) and demanded her money back.
I was going to send her money back so I don’t get a bad rating $183 (David Yurman ring). I had two calls with eBay and both people told me NOT to refund her money until the investigation was done. I also started a case with USPS . Now she’s filed a claim with eBay as if i’m the bad guy. Also with PayPal. What in the world? There are more details but you probably already stopped reading. Luckily I documented everything.

First things first --
What address is on the Order Details page? That is the only address that matters, and the only one that you should have shipped to. If that's the address you shipped to, then you did what you were supposed to do.
However, since the buyer recognized the shipping address, it is possible that it was on her account as the default address. If you printed the shipping label before the buyer paid, you would have seen the default shipping address. BUT -- you should always wait until the buyer pays, because they can change the shipping address up until they pay, and you are required to ship to the shipping address that was on the checkout page when they paid.
In order to help you with this, we need to know if you the address you shipped to is the same as the address on the Order Details page.

It is not the same now. I confirmed that with an eBay representative twice - it was changed. Also as soon as I received payment eBay sent an automatic email asking me if I would like to ship or have I already shipped. I printed the label directly from eBay before payment. Shame on me I was trying to be efficient .
The packing slip had the Georgia (nephews address) up until today. I have screenshots and PDFs of it.

It is really important to wait until the buyer pays before you print the shipping label. The buyer can change the shipping address when they pay. It's possible that the Georgia address was just left over from the last time they bought something, it might not have been their regular shipping address.
To get back to your question ... No, this isn't a scam. The buyer just changed the shipping address at checkout, as they were entitled to do.
Unfortunately, you made a mistake and you may have to pay the price for the lesson. I hope it isn't too expensive.

Yes, I see it’s going to be an expensive lesson If eBay rules against me however the buyer made the mistake of sending me the tracking information and a picture of another David Yorman product that was received by her nephew. I have provided this to the USPS with my case. I may lose in eBay land but “A person commits mail fraud when he engages in a scheme to defraud, with intent to defraud, and uses the mails in furtherance of that scheme. A scheme to defraud meansdepriving someone of property by deceitful or dishonest means. ... The mailing need not be an essential element of the scheme.”
Also because two people are involved it’s acting in concert and it could be classified as racketeering.
