Good day to all! I want to buy some goods, I really like the price! Due to the little experience on ebay there are questions. Please tell me: According to the description, the product is new, fully functional and so on. The seller indicated that he does not accept returns. And if I still receive the goods with some damage, what should I do? Will I still be able to return the product if it does not match the description? Can I get a refund of my expenses?

Not the advice you are looking for, but if you really doubt the accuracy of the description then do everyone a favor and don't buy it.

If a seller has a No Returns policy, that is only good for buyer's remorse: changed mine, doesn't fit, doesn't like it, found it cheaper elsewhere, purchased by mistake.
If the item is Not as Described, ebay's Money Back Guarantee kicks in, but you must file your Returns Request within 30 days of receipt of the item. Seller is then required to pay for a Return shipping label. Once you print out the label, you have 5 business days to get the package to the carrier. Once tracking shows delivered back to the seller, the seller has 2 business days to refund you. If no refund, ask ebay to step in to force the refund.

If an item is not as described (including if it was damaged in shipping) then you are protected by eBay's buyer protection policy which they call the "Money Back Guarantee". It overrides the seller's return policy which (as described in the other post) doesn't require any particular reason for the return.
You should read the buyer protection policy:
