Plain white envelope shipments to Miami, high incidence of non delivery

I sell patches and frequently are reported as item not received in Miami Florida. Shipped in white envelopes with a stamp, first class letter. No tracking. Just wondering if others who ship the same or similar products (stamps, cards, postcards)  have had this problem.  TIA

Did you notice if there's a correlation between the number of INR claims and the number being sent to reshippers?
