Over 2 months ago I purchased a CDMA repeater. It item arrived after several weeks. it didn't seem to work properly, so I wrote the seller asking to make sure it supports the correct frequencies etc. Then I discovered that the antenna connector was not welded properly. I sent the seller the pictures of the antenna and he sent me a new antenna. This arrived after several weeks. After connecting the new antenna the repeater still would not work properly. The seller asked that I return the product to him, he will refund me for the shipping, and he will send me a new one. I sent the seller 3 different prices for the different ways for returning the product to his and I sent him the defected product with the tracking number to his requested address. The tracking number shows that he received the package. The seller refuses to return me the 50$ for the shipping, as he agreed to do, and refuses to cancel the order and return my payment for the product, claiming it was sent to me. All is documented in the correspondence with him.
How can I get my money back?

But did you open a SNAD through the eBay Resolution Center?
eBay can't enforce Buyer's Protection if they don't know about it.
And it's too late now for eBay to help (more than 30 days have passed).
Try PayPal if you used them; they're good for 180 days.

You are describing a purchase from China. As daveroo pointed out, your options on eBay have closed because of the time delay. You can still attempt to work out a resolution via PayPal (since you have a 6-month window) or through your Credit Card provider, assuming you used a Credit Card.
I have no idea as to whether or not you can get back your money for the shipping.

You needed to collect the return shipping cost from the seller upfront and then get eBay involved if he wouldn’t pay. If you have been refunded for the item itself, there is no dispute you can file with eBay or PayPal. You can try calling eBay & ask for a courtesy refund since the seller agreed to reimburse you but there is no guarantee they will give you one. If they won’t, you have no recourse.

He can’t just cancel the order if you opened a return request, that’s not how things are done. Assuming you opened a return request you need to upload the tracking number and you can ask eBay to step in after 6 business days if the seller hasn’t refunded you. They won’t reimburse the return shipping cost. You needed to collect that money upfront. You can try calling eBay & asking for a courtesy refund since the seller agreed to reimburse you
