OK, I guess I was behind the door at this news. It took me by surprise.
I just rec'd this email from PayPal;
"Dear _____ _____,
Earlier this year, we notified you that we were updating our User Agreement to change our refund policy. We want to let you know that the policy change is going into effect beginning on October 11, 2019.
In line with industry practice and according to our updated policy, we will not charge a fee to process refunds, but the fees from the original transaction will not be returned. This policy will not apply to duplicate transactions, voids and most disputed transactions. You can review the PayPal User Agreement for more information on our return policies.
We only adjust our policies when we are confident the changes are fair and aligned with the value that our services provide to your business."
Bold/underline are from me.
Anyone that gets regular returns for any reasons better take heed.

They announced earlier this year they were going to do it, then decided to put it off for awhile.
I guess they decided to go ahead and do it.

That's pretty outrageous that they're keeping the 2.9% processing fee on refunds. It really hurts sellers that do high value or high volume transactions. I hope Paypal sees a steep decline in transactions upon implementing this new vulturous policy and change it back. I, for one, will not be listing anymore high value items. Those tend to get the most returns and requests for cancellations since people get buyer's remorse when it's an expensive item. I'm not gonna let Paypal steal $30 from me every time that happens on a $1000 item, when eBay is already making me pay for shipping both ways on returns. Shipping on high value items also costs more because of insurance and signature confirmation. Returns will now easily cost me close to $100 on $1000 items.

Had buyer pay for pickup item with PayPal even though listing said payment on pickup only.
eBay can force you to list PayPal as an option on every listing but they can't force you to accept PayPal for a pickup.
When I went to my PayPal account to investigate a 100% refund PayPal was going to keep their fee.
I instead went to eBay and cancelled the transaction for the buyer violating the TOS which clearly says payment upon pickup only. No PayPal fee was kept.
PayPal claims they are keeping the fee for using their service so how come the difference.
SCAM!
Just another thing PayPal and eBay need to be investigated for.
Good luck trying to get an explanation from the clueless PayPal and eBay customer service.
