This was not a big purchase but I ordered the product on 1/20 and paid for priority shipping. The seller instead shipped first class mail. The estimated delivery was for Tuesday, 1/29. However, the seller did not ship until 1/29 (9 days handling time) the new estimated delivery was for Thursday 1/31. I still don't have the product. What do I do? The seller also is from the same city as me and I don't see why a small product should take 2+ weeks to get to me.

File an Item Not Received complaint with eBay.

Handling time would have actually been 5 days since it would only be business days.
Is there a tracking number showing It’s moving ?

It is stuck in transit. If I don't get it by Monday I will contact the seller then open a case.

If you go to the tracking, you can sign up for emailed updates. Many times that will shake it loose.

How does it shake it loose?

How does it shake it loose?
That is a mystery but it seems to work a majority of the time.
Perhaps it is a way to get the attention of the USPS. It shows that someone is now seriously interested in the package. So a person goes looking for it, finds it, and gets it moving again.
I have done it myself with a package stuck in one place for several days.

The USPS delivers over 1.3 million packages every day.
How are they going to find the one that you want?

Have you ever heard of Occam's razor?

I have used that option several times. I enter my email address as well as the buyer's email address (so they know I am doing what I can to locate their item), and the package turns up eventually. It even worked for me in Australia!

I had a package stuck for over a week and a half, I called the local USPS customer service and it was moving again within 24 hours. Calling and inquiring about a stuck package does help.
