Partial refund for item that arrived broken

I received a fuel pump that was poorly packaged and arrived damaged. I am willing to repair it but don't think paying full price is fair. The seller is unresponsive when I sent pics immediately after opening the box and asking how he thinks we should proceed about the damaged pump.

 

What are my options? I think a partial refund is fair.

I have not left feedback yet as I am still waiting for a reply from the seller.

I would file a SNAD complaint with eBay and get a full refund.

When a buyer asks a seller 'how do you want to make this right' or something along that line, it usually means there is nothing wrong with the item and the buyer is just fishing for a refund. 

That is how the majority of sellers interpret partial refund requests, and rightly so.

If it's worth keeping it's worth the full price. If it's broken return it for a full refund.

The seller has the option of giving a partial refund, asking you to return the item or refunding you without a return.  If they aren't willing to give a partial refund and want the item back for a refund, you can either return it or keep it at the price that you paid. 

 

If the seller doesn't reply at all after a certain number of days, ebay will give you the option of asking them to step in.  Ebay will then make the decision and either refund you without a return or send you a return label.
