Hello,
I sold an item for $305 and shipped it to the buyer, printing the label through the eBay links. I was following the tracking information and saw that the item was being returned due to "insufficient address". I contacted the buyer to advise him and he wrote back a quick note with just the apt. number. I told him he should contact his local post office to see if he could retrieve the box while it was still in the area and he responded "Will do!!!!".
A few days have gone by, he never gave me any update and yesterday the item came back to me. So what now? There's no way in eBay to charge him again for shipping. I don't want to eat the second shipping fees since it was his mistake. I've read other posts saying to refund and re-list the item, but if I refund less the original shipping, will I still get the eBay fees back?
He's a new member to eBay, just joined Mar 2nd and I was his 4th sale and he's purchased 9 other items since, gauging from his feedback. I can't help feeling suspicious given his disinterest in the situation, but I don't know what the scam would be since I have his money.
Any thoughts or recommendations please?

You need to contact the buyer and let him know the package was returned to you for "insufficient address". If he still wants the item, he needs to repay to reship. Give him your Paypal email address and tell him to use the SEND MONEY option to family & friends. You can use Paypal shipping to print out the new label, making sure to add the apt number.
If he does not wish to repay to reship, you can refund for item price only, using Paypal. Scroll down about half way, click on Issue and Refund. The default will be the full refund but you can change it to the item amount only. Enter a reason, send.

After the buyer replied with his apartment number, he then gave me a different street number. I verified it with him since it was different from the address from eBay and he said it was correct. I went to a couple of address validation sites and they indicated it was not a valid address. At this point I was no longer comfortable with the transaction.. too many inconsistencies and he didn't seem that concerned about the whole situation. So, I ended up refunding his money, less the shipping cost, and reporting to eBay that he was requesting the item shipped to an address other than his eBay address.
Now I'm wondering, will I get the eBay fees refunded, they were around $40.
