Its not unusual to have long delays in international shipping due to transportation availability. It is also possible the item has left the origin country but wasn't scanned on departure. Each country has their own procedure for shipping and tracking, and not all mesh very well.
I hope your item arrives very soon, good luck.

If the estimated delivery date as seen in the listing was September 12, why not open an item not received case?
If you want to wait awhile longer to do that, you need to be aware that you have just 30 days after that date to open an INR case.

Check the estimated delivery date on the actual sale. Once that date passes, you can file a claim for item not received.

Its really not fair nor normal for sellers to be held responsible for delays due to customs.

This is true…. And with international shipments I will personally choose to wait beyond the EDD but keep an eye on that 30 day timeframe. overseas packages can and often will wind up arriving late…. So yes, I don’t want the seller to take a hit for that.
At the same time - it is important that I get my item or my money. EBay gives me thirty days through the MBG to file a claim, that’s part of the deal, and I won’t fail to use it - if I have to.
The OP is in this position, and has to make this very choice.
Edited to add: no, it isn’t fair to let a seller take a ding for shipping or customs issues, but quite often I’ve found that most of those issues stem from mistakes or omissions on customs declarations or mistakes on the shipping label, which were caused by seller error… so “ fair” is subjective.
