Package to Germany returned by customs

I had a customer that ordered 2 items from me totaling over $1000 and I used USPS for shipping I used priority international medium flat rate box and I filled out all the required stuff for shipping (Tariff codes and etc). the shipping label I was given was CP72 and a few day ago I got the package back, it was rejected in Germany for "Misssing or Deficient CN22/23 or EAD(ITMATT)". Ive used this shipping service before with no issue but I'm not sure how to proceed. Do I need to purchase a new label or what. I'm still kind of new to this so any help would be much appreciated

@industrialautomation91  for future, i suggest you ship thru ebay's international shipping method instead. they take care of all the 'stuff' going on with int'l policies, taxes, custom fees, etc. Many restrictions and changes have happened and are still happening in the EU and other int'l countries

lots to read, but in particular, #5 under Observations: Germany will not accept any Priority Mail Express International or Priority Mail International insured item valued at more than $500. Items valued at more than $500 will be returned to sender.

I wanted to use ebay shipping but it would not allow me due to the value. it doesn't even give me the option to

also the only options ebay gives me is USPS Priority mail otions

@industrialautomation91   ebay's value limit for combined shipping is $1000 and I think it went to $2500, but someone may come along and correct me on that.

In any case, u will have to read the USPS policy link i sent u, go to the post office to get in person help or refund the purchase.
