What to do....post office returned a package to me (the seller) that was undeliverable to the buyer. I have contacted buyer and told him of situation via EBay messaging with no reply. What should I do...there is no way I will reship the item as I am already out of postage money paid and I would need more to do so if they buyer still wants the item. Do I cancel the order and refund the money in full..or how would you handle? How long should I wait for a response from the buyer before I refund? TIA for any advice you can give.

You have 3 options—
1)cancel the transaction using the reason “problem with buyers address”, buyer will get full refund and you’ll get a FVF credit.
2)issue a partial refund through PayPal-deduct the original shipping cost & any fees. No final value fee credit.
3)do nothing until the buyer contacts you. If he wants it reshipped just send a paypal invoice & print the label through PayPal not eBay.

Occasionally I get these, here is what I do:
I message the buyer and wait at least 72 hours (longer if there is a holiday or bad weather in their part of the country).
If the buyer replies that this is a good address, I ask them to post a pic of any piece of first class mail that they , I will print this and take it to the PO asking them to attempt it again.
I work for USPS and sometimes things get a mark up wrong. The package could even have been marked up in a different office. Mistakes do happen.
If the address turns out to be wrong or incomplete then the buyer owes you the full postage amount to reship it. If they do not want to pay then do the refund minus the shipping stating 'problem with address'.
In the case of Media Mail I also charge them the return shipping cost as MM is one way only and will arrive back to me Postage Due.

Don't do anything unless the buyer contacts you.
A refund is NOT the right thing to do.

Well if that works for you, that it great. You have the right to run your little business anyway you want.
I'm more of a proactive person. I like to fix things whenever I can before they become a problem. And in light of the Service Metrics policy, as a seller it is also in my best interest to be proactive. I have no need or desire to require my customers to damage my selling account before I will lend a hand regarding a problem or issue. But that is my way of running my business and it certainly does not have to be anyone elses way of doing things.

A seller giving a refund when they do not have to is not a moral obligation.
I didn't say anything about being moral or not being moral. That is not my judgement to make.
I simply asked their point of view behind how they handle similar situations so that I may better understand. I'm NOT here to pass judgement on anyone. Not my job.
