My local post office has been notified. Package still has not arrived. I understand everything shipped Priority Mail through ebay, even though not insured, has automatic insurance up to $50. Who files a claim for this, me or the seller?

The sender files the insurance claim because he/she knows exactly when and where the package was presented to USPS. But I think such a claim must wait at least 15 days, maybe 21 days.
Your tracking details indicate an incomplete report. That is, the mail carrier failed to provide a final scan. Maybe the package was mis-delivered to a different address and not scanned. Maybe it's still sitting in the carrier's truck. Maybe the carrier stole it. Maybe it's in an otherwise empty bin or sitting on a shelf at the PO.
Since you have already contacted your local PO, just wait. Give them time to find the package and update the tracking. Each package location is identified via GPS . . . like following bread crumbs on a trail. If you have not already done so, request an e-mailed tracking status update. These inquiries are handled by human beings who follow up on exceptions. Clearly, your incomplete tracking information merits further investigation.

I just feel bad for the seller. I suppose eventually i am going to have to file with ebay saying i did not receive the item and ask for a refund. The refund will come from the seller even though it's not his fault at all. Then the seller will have to go through the hassle of filing a claim and waiting for compensation. Poor seller.
