Ordered 4/4/2020 and still waiting for solution

I bought the Braided elastic cord on 4/4/2020 and still been waiting for.   I sent the email tothe seller  Salut -peries in June and he ignored it.Now I  went to purchase history and it did not allow me to ask for report item not receive

I bought many braided elastic at that time from outside US and even sellers not at Ebay anymore and I received all,except 2 orders placed for Salut peries.

Can anyone here know how to deal with this problems before and advise me what to do,please.Now I just want to have the money back only.Thanks

Go to the payment on your PayPal page and file an INR  NOW!!!!! you have already waited past any help you can get from eBay (30 days), now you are quickly approaching the Pay Pal time limit (180 days).
