Hello, looking for advice here.
I bought an item on 30 November. The expected delivery date was between 12 December 2018 and 17 January 2019, but it still has not arrived. I tried following the eBay instructions to request a refund but after clicking on 'I didn't received it', the options of 'I want the refund' or 'I want the item' does not appear. My only option was to type a message directly to the seller.
I have done that, but I'm now wondering what next? What are my options if the seller does not respond?
The order was made on a guest account. Does this make a difference?

It is possible that the guest account interface is having a problem ... or the mobile app is having a problem. I just tried to replicate your issue on the PC interface, and I had no problem seeing the next screen.
You can always call customer service and have them submit the refund request.
