On a return, where can i find the return tracking number? Is it available to the seller?

If you open your "return cases" file there will be a drop down to the left "details". You will find it there if you authorized eBay to pay for the label (free returns)..
BUT It is visible to the seller ONLY AFTER the buyer prints it out. It he never prints it (i.e. changed their mind on the return) it will never show. And if he never prints it you do not get charged either.

One more question. If/when the label prints out i understand i'm the one paying for it. What if they print out the label but never return the item? Am i still stuck paying for that label?

I think eBay will give you a credit for the unused label.

The way I understand the charge on the "returns label" is different.
When we purchase a shipping label paying for it ourselves we are charged by PP, or where ever.
On a "return label" that is provided by eBay via a return request we are charged if/when it gets scanned.

If they never ship it back at some time (the day after it is due) you call CS and get the case closed. At that time point out and request a refund for the printed but unused label;.
