I've had a problem with a seller who purchased from me and then complained about not having tracking, in fact, they left neutral feedback. I would like to offer free shipping without tracking to my customers and also offer First Class with Tracking. I've tried to incorporate the shipping options in my listing but can't get it to work. I've tried the FREE Shipping and also adding in the next Service as First Class, calculated. I can't seem to get it to work. Is there a way to do this or am I just whistling in the wind? I'd appreciate any information you can offer. Thanks

Whistling in the wind would be an appropriate caution. As you have already discovered without a tracking number you are a perfect set up for Item Not Received claims and negative feedback.
Best suggestion - Don't do it.

The only way to do that would be to set up a flat price for shipping. For your free option (untracked) you could choose generic "Standard" shipping, and for the second option chose First Class package.
