Hello
Buyer sent me a message saying he didn't received his Item But i upload tracking also ,when i track it in eBay on an indication shows ,but i track it in official page it shows Delivered, and i contact shipping company they also told me the package was perfectly delivered , in case what happen if buyer open the case? ,still he didn't open case ,so now what is the best thing to do, any suggestions ?

My first response before he opens the case would be to suggest he contact the shipper and inquire. Many shippers have a GPS function built into their scanner so they can tell when AND WHERE it was delivered. If it still shows as delivered to their address then the next possibility is a porch pirate. Unfortunate, but not your concern.
If he opens an item not received case then IMMEDIATELY answer to the case and provide the tracking number. I then normally send a note off to eBay's CS detailing the case number, buyers name and the fact that tracking shows it was delivered. Don't get overly wordy with extraneous information. Keep it simple and directly on point. In those cases CS has normally closed the case more or less right away.
DO NOT IGNORE IT - RESPOND PROMPTLY.

Respond to the case with the tracking number and in the comments, it's helpful (well, it doesn't hurt) to add, "According to USPS tracking, tracking number (fill in blank) shows item was delivered to (zip code) on (date) at (time)."
Buyer will be given a date by which to respond (which they rarely do when tracking shows delivery). After that date, you can go back to the dispute and request ebay to step in and close it. As long as there's tracking showing delivery, you will win the case, funds will be released and buyer won't get a refund.

Just today I received a notice saying that an item I ordered on eBay had been delivered to me, but it hasn't. This is the SECOND TIME this has happened to me in the past month! Both times the seller used eBay's shipping program. The first time it happened I called my local PO to see if they could help me out in case the carrier had just delivered to the wrong address but, because eBay uses their own tracking numbers not available to the USPS, they couldn't help me. I notified the seller, who just pointed to the fact that tracking said it was delivered, and I printed out the delivery notice and left it for my mail carrier with a note asking for help. The item finally showed up several weeks later, by which time I'd already been issued a refund (I never asked for one). I let the seller know I'd received the item and that I'd like to pay for it, but he ignored me. Now I'm in exactly the same situation. I received a notice that the item has been delivered, but it hasn't. Do I just have the worst luck in the world buying antique postcards? Or is there a major problem with eBay's shipping program?
