What happens when you use GSP and customer claims "not as described". Are you responsible for only US SHIPPING costs?

GSP is responsible to get it to the seller UNBROKEN. If they disagree with your description that's different. On a SNAD you have to refund and if you want it returned you have to pay their return shipping fee.

If "not as described" means "damaged in transit" @caldreamer eBay holds their third-party shipper accountable for the full refund of item, shipping, and import charges. The buyer starts a return request, and eBay claims it will take over; however, it's best for the seller to take a shower, clip nails, etc. before reaching out to eBay, clean and bathed, to alert that this is a G-S-P transaction. Or you could just call, no reaching required.
Otherwise, if "not as described" is defective, etc. then the seller's actual return policy takes over, which might include paying for return shipping from overseas, or just refund, no return needed.

Your question could mean many things. If you are asking about a refund to the buyer for shipping costs, then your maximum liability would be that you would only refund US shipping cost .... PB would be responsible for refunding international shipping costs.

Sorry I guess I am not making myself clear. If clothing does NOT FIT and customer claims NOT AS DESCRIBED (am I responsible for returning INTERNATIONAL SHIPPING?
Even when your customer lies about remorse and claims "not as described" instead, when you refund in full (whether or not the item is returned), the third-party shipper will also refund their portion, automatically.
