I signed into e-bay using the guest method and never received any tracking number. My shipping date has been set back 3 times to almost a month. I paid a shipping bill and don't understand why my order keeps getting pushed back? I am ready to cancel this order!

What do you mean by your shipping date has been set back? If you are looking at the active listing that will show you the delivery date if you purchase the item today.
I'm not that familiar with guest purchases but you would have received an email when you made the purchase. On that email is there an estimated delivery date? If it is past that date you can file an item not received claim. There should be a link for that on the email but if you can't find the email, you can get the order details from the link in the center on the following page. Make sure that you are signed out of any other ebay ID that you may have.

If it's beyond the expected delivery date shown with your purchase, file an item not received claim.
Are you communicating with the buyer and are they are the ones telling you your item is delayed?
If so, they could be stonewalling you
I don't know what you mean by saying you paid a shipping bill. That is part of a sale normally.
Are you communicating with the seller outside of ebay?
You cannot cancel the order.
You can file a claim.

Estimated delivery date has changed and been set back to almost a month. First delivery date was June 24th ,then July 2nd, then July 6th, Now July 12th. Never received any tracking number!
