I bought a GPU from a seller with 0 feedback, the price was somewhat "too good to be true", the item location is in Russian federation. When i click on the tracking information it says "Tracking number assigned, shipment not yet accepted by PO". I asked the seller about this and he said that he didn't pay for tracking since it was an extra $20, is this a scam or am i wrong. btw its been 26 days since i placed the order and the furthest delivery estimate is AUG 4th which is an extra 34 days.

Those are some red flags. The major one was the zero feedback seller. When it comes to buying high priced items, I look for sellers with a lot of feedback, or those who are top rated. I cannot say you have been scammed, but you most likely have been.
However, if the item does not come on the delivery date, you as a buyer can open an "Item Not received" case (https://www.ebay.com/help/action?topicid=4042) and the seller has 3 business days to provide a delivery update, offer a replacement, or give you a refund. You have 30 days from the delivery date to do this.
Now I will address the elephant in the room and say that there have been sellers who give ebay legit tracking numbers but those tracking numbers usually go to somewhere else, and when ebay sees the tracking is "Delivered" they will sometimes close the case in the seller's favor. And when that happens you dispute with PayPal, then your payment provider, then your bank.
^ Now this happened to me once and I was able to find out where the item was being delivered (checked the postal site) and I appealed via Ebay for Business on FB, showed them where it was being delivered and they closed the case in my favor
And sometimes they will send an item that is different from what you ordered, and I would open a INAD case (in the return reason) and that forces the seller to return.

Lets see, scarce high value item selling for a unrealistic low price. Russian Federation, 0 feedback seller, tracking number but no scan, 3 month delivery time. Gee, what could go wrong? And, now you'll have to wait until August 5th to file a case if it doesn't arrive.
Nah, your good, what could go wrong?

If the tracking shows "Delivered" but you did not receive the item, I would see if you can get a letter from the post that says it went to a different address. If you try to appeal in that scenario, they will assume you got your item, hence the delivered notice.
You have 30 days from delivery to open an Item Not Received case and 180 days to open a PayPal dispute (assuming you paid that way.) And this is how you should do it
- Ebay
- Paypal (If applicable)
- CC provider (if applicable)
- Bank
Now I strongly advise you open one case at a time, if you open a PayPal case, ebay will not help you at all and will block you from filing reports. If ebay closed the case in the seller's favor, you can work your way d
