Not sure what's going on since they changed the stupid interface. Had a guy buy like 12 things on separate transactions. I need to send him an invoice with combined shipping, and there's just no option to do that like there used to be. The closest thing I can find is to contact buyer. Is there something I'm missing?

I thought of another scenario where IPR can be skirted: offers. While the listings weren't sold with best offer, it is possible there were seller-initiated offers involved.
Does that fit the scenario @misterskullhead? IPR listings sold through SIO? Your best option in that case is to have the buyer pay full price then refund the difference.

They switched me to the new seller interface a few days ago, and since then, it's just shown up as an option for my listings. Really surprised me. I wasn't going to use it, but someone contacted me and asked if I would for a few issues, so I figured I'd give it a shot - postal money order only, of course.

no offers were made, and they're paying by money order, so the refund thing wouldn't work. I can't just manually calculate it all otherwise I'll get stuck paying way more in fees if the system doesn't know I combined shipping.

That solves the mystery then. transamcc was right about IPR being the problem, but it's the seller-initiated-offers that allowed the sale of fixed price listings without payment.

My cited example is/was BIN with IPR. I do not bid auctions except in RARE event. While in my cart, "request total" is/was not available and the seller tried for 3 days to send combined invoice, which was impossible due to the IPR of the listing which could not be changed in any manner once my commit to buy was placed! The only way would have been cancel order, change listing and buy again. The items were in unpaid status for the entire 3 days seller tried to send combined invoice. This is the ebay case if only one of the items in the cart is IPR.

Forgot to tell ya all, that with no offers from either the seller or buyer, just plain BIN IPR listings, while in the cart prior to checkout if one clicks the "request total" button, Ebay clearly informs the buyer that the option to do so is NOT available on this/these listings , even if only one of the items in the cart is an IPR listing. When responding on a forum, I try to only reply with facts that I have personally experienced! My 50+ years of computer hardware and software support taught me to not to jump to a premature conclusion without researching the circumstances involved.

That also is an erroneous assumption. I had another one in the past year where seller and I offered and countered on multiple listings with the PRIOR understanding that he would combine shipping if we transacted. Offers were accepted and more than one item entered my cart. SAME scenarion......I could not "request total" because of IPR and seller could not reinvoice so long as they were in my cart. Ebay clearly stated when I clicked "request total" that same was NOT available.

It IS considered to be an order when the "commit to buy" places the item or items in the cart. It remains an UNPAID ITEM(S) order so long as it is in the cart, which is the status of the OP's screenshots. Buyer did not pay and will not until a revised invoice is sent, which the seller cannot do and the buyer cannot request. STALEMATE.
