Tracking isn't mandatory/required, but is strongly recommended.
If today was the estimated delivery date seen in the listing, then you COULD open an item not received case tomorrow; however, due to the usual holiday mail slowdown plus the fact that the USPS promised us in advance that there would be delivery delays, my suggestion is that you give your package 4-5 more days to arrive before opening a case.
