No ShipCover Claim link?

Packaged delivered. Empty box.  Box torn all to shreds.
Customer contacts me. Sends me pics. We work it out. I ship replacement. All Good! 
Go to shipping labels to make claim, drop down box, and....NO Create Claim link.
Get with customer and ask him to go through the Return Item procedure. Tell him exactly what to "click".   
He chooses "item" not received (because that's what happened to him).  Instead of "damaged in shipping" (said he didn't know if was damaged or not, because he never got it....he just got a torn up box).  
Anyway,  I cannot make a claim.  
Why is the claim link gone.
I paid for shipcover insurance.

- 30 days after the effective date of coverage for lost claims; and

- 7 days after the effective date of coverage for damage claims.
